patches No.139 of the 26th July, 1899, relative to the Public

Works Department, and No.280 of the 3rd December, 1899, rela-

tive to the question of salaries, I have the honour to

transmit for your consideration the enclosed copy of a

letter from the Honourable the Director of Public Works

together with an amended schedule embracing certain pro-

posed increases of pay and other alterations in the existing

basis of establishment.

2. In the 7th paragraph of his letter,

Ormsby states that in the preparation of the draft estimates

for 1900, his Department was treated exceptionally. Before
